Crypto education and the law in Pakistan

Pakistan now has a dedicated law for virtual assets and a regulator to enforce it. If you are learning crypto, that changes what you should expect from anyone who teaches you. This page sets out what the law means for learners, what we do, and what we do not do. It is general information, not legal advice.
The Virtual Assets Act 2026
The Virtual Assets Act 2026 was passed in March 2026 and is in force. It made PVARA, the Pakistan Virtual Assets Regulatory Authority, a statutory regulator for virtual asset services in Pakistan.
Two points matter most to learners. Providing virtual asset services without a licence carries serious penalties, of up to five years and PKR 50 million. And PVARA can order the removal of websites, apps and advertisements that promote unlicensed services.
The Act is new, and the rules and guidance under it will develop. For anything that affects your own decisions, read the current text of the Act and PVARA’s own publications, or speak to a lawyer. We do not quote figures we have not been able to verify.
Education is not an investment service
Teaching how markets work, how to secure an account, how to analyse price and how to manage risk is education. Operating an exchange, issuing or selling a token, running a paid trade call service, managing other people’s money or promising returns is something else. Those are the kinds of activity that regulation exists for, and we do none of them.
That is not a technicality for us. It is how DXL is built. We teach the skill and the judgement, and leave every decision about real money with the member.
What DXL does and does not do
What we do
- Teach crypto, forex, PSX, international equities, Web3, blockchain and AI as education.
- Assess members on demo accounts. Real money trading is not required.
- Teach risk management and account security as core subjects, not extras.
- Explain the law as it stands, so members can make informed decisions.
What we do not do
- We do not operate or promote an exchange or trading platform.
- We do not issue, sell or promote any token.
- We do not sell trade calls or tell members what to buy or sell.
- We do not manage money for members.
- We do not promise profit, income or returns.
- Nothing we publish or teach is investment advice.
Company registration is not a licence
DXL is operated by DXL Digital Platforms (Pvt) Ltd, a company registered with the Securities and Exchange Commission of Pakistan. Company registration is what allows us to operate as a business. It is not a licence to provide virtual asset services, and we do not claim one.
Be careful of anyone who presents a company registration certificate as proof that they are licensed to handle your money. The two are not the same thing.
Why the law makes structured education more important
Pakistan ranked 3rd in the Chainalysis 2025 Global Crypto Adoption Index, behind India and the United States. Large numbers of people already use crypto, many of them taught through social media and private groups. A clear legal framework is a reason to learn properly: to understand the products, the risks and the rules before making any decision.
It also gives learners a simple test. A provider that teaches is doing something very different from a provider that sells calls, pushes a platform or promises returns. Our guide to starting safely covers what to look for in more detail.
Questions to ask any crypto course provider
- Does it sell trade calls, or offer to trade or hold money for you?
- Does it push a specific exchange, app or token, or earn a commission from one?
- Does it promise returns, or advertise with screenshots of winning trades?
- Does it describe a company registration as a licence?
- Is anything it teaches presented as advice on what you should buy or sell?
If the answer to any of these is yes, it is not an education provider in the sense we mean, whatever it calls itself.
Learning with DXL

Is DXL licensed to provide virtual asset services?
